The Postal Operations Council (POC) is the unit related to the techniques and management of the UPU. In which the member country is selected during the convention. Their annual meeting is held at the UPU headquarters in Bern. It oversees the management, financial and business affairs of the postal business. Wherever a uniform procedure or practice is required, it recommends to the member country for standards of other procedures, including these techniques and operations, according to its capacity.
